FREEHOLD, N.J. — A New Jersey man was indicted Wednesday for taking lewd photos of a teen girl at a car dealership, Acting Monmouth County Prosecutor Lori Linskey announced.
The Franklin Township man, 41-year-old David M. Chapinski, was at a Red Bank car dealership when he allegedly snuck up to a teenage girl in a dress who was with her parents and two siblings looking at vehicles around 1 p.m. on May 2, 2021, authorities said.
Chapinski held his cellphone flat in the palm of his hand and then placed it between the girl’s legs from behind to take pictures, according to officials.
After an investigation, Chapinski was arrested and charged in August 2021.
“The act of ‘upskirting’ isn’t just disturbing, degrading, and demeaning – it’s illegal. We are concerned that there may be more victims, and urge anyone who may have been victimized in this way to contact MCPO Sgt. Chapinski faces multiple child abuse charges as well as invasion of privacy and endangering the welfare of a child and is looking at up to 30 years in state prison if convicted.
