Ralf Peter Schmidt-Dunker, 44, who was arrested July 31 at a San Francisco homeless camp, was charged Tuesday with felony lewd act with a minor child under 14, a misdemeanor count of child molesting, a misdemeanor count of failure of a sex offender to register annually following a misdemeanor conviction, and four misdemeanor counts of transient’s failure to register as a sex offender within 30 days.
The charges, which were filed Tuesday, are a result of a frightening confrontation that happened July 4 at Thrasher Park, authorities said..
According to court documents, the grandmother of a 2-year-old girl child told police a man, later identified as Schmidt-Dunker, was lingering in the child play structure area and began engaging them, despite her telling him to leave them alone.
The man followed them to a parking lot, forced his way into the back seat of a car where the child had been put into a car seat, and began kissing her on the mouth, the documents say. The grandmother began hitting and yelling at the man before he finally got out of the vehicle and fled the park, the documents say.
The grandmother, who had never met or seen the man before, was able to provide police with a detailed description of the man.
The police department’s Special Victims Unit began an investigation and was able to obtain information that ultimately led to the identification of Schmidt-Dunker as the suspect. Further investigation revealed he was a registered sex offender who who has failed to check-in with authorities on a regular basis as required since a 2017 conviction
San Leandro police Lt. Ted Henderson said “Due to the criminal act he committed upon the two-year-old-victim and because he was an out of compliance registered sex offender, detectives believed his acts may become more aggressive towards our younger population and wanted to apprehend him quickly. We made this case a top priority and located him in a homeless encampment in San Francisco where he was arrested on probable cause without incident.”According to authorities, Schmidt-Dunker has a prior 2017 conviction in Sacramento County for annoying or molesting a child under 18 that required him to register as a sex offender. Details of the case were not immediately available.
Schmidt-Dunker, who listed his occupation on jail records as a ride-share driver, is being held without bail at Santa Rita Jail and is scheduled to enter a plea Aug. 11.
