City employee resigns after being charged with storing child porn on work computer

A now-former employee with Austin Public Health has been charged with possessing child pornography after authorities say they found more than 50 explicit images on his work laptop.

According to the arrest affidavit for Jeffrey Lynn Walters, 51, an IT security analyst with the city contacted police April 10 after they located a video of an underage girl showering in the group drive. Police noted in the affidavit that while the file’s contents did not fit the state’s definition for child pornography, the file was reported to the National Center for Missing and Exploited Children (NCMEC) and its Child Victim Identification Program (CVIP). The affidavit states CVIP told APD that images from “the specific file was not, to their knowledge, a part of a confirmed series of child pornography.”

Around one week later, police were notified by the city that additional files were located, which led them to the Walters. Police located more than 50 lewd images of underage girls on Walters’ hard drive, and seized his work laptop as evidence.

The affidavit states police executed a search warrant on Walters’ Pflugerville home around May 18. Police interviewed Walters, who admitted to using his work computer to access child pornography. The affidavit states Walters said he may have dropped the video into the group drive on accident while trying to delete it.

Walters was arrested on a felony charge of possession of child pornography. Bond information for Walters was not available as of 12:30 p.m. Monday.

Austin Public Health said Walters resigned from his position as an occupational health and safety coordinator on Monday morning, effective immediately.
