FARGO BOARD OF EDUCATION MINUTES REGULAR MEETING May 24, 2022 The Board of Education of the City of Fargo met in regular session on Tuesday, May 24, 2022, at the District Office in the Board Room, located at 700 7th Street South in Fargo. Members present: Nikkie Gullickson, Jim Johnson, Robin Nelson, Seth Holden, Rebecca Knutson, Tracie Newman, Jennifer Benson, Brian Nelson, David Paulson (via phone) Members absent: none President Rebecca Knutson called the meeting to order at 5:30 p.m. The Pledge of Allegiance was recited. Jim Johnson moved approval of the agenda with the addition of an HR Addendum that was provided at Board member’s workstations. Tracie Newman seconded the motion. The agenda was approved (Yes: Benson, Gullickson, Holden, Johnson, Knutson, Nelson, B., Nelson, R., Newman; Absent: Paulson). Three citizens addressed the Board. Deven Styczynski spoke on Memos #117, #119, and #116; Loretta Welletin spoke on teacher retention; and Victoria Johnson spoke on the Building Assets and Reducing Risk (BARR) program at South High School. Dr. Tamara Uselman provided a report on the Equity and Inclusion Department. She overviewed her department, responsibilities, objectives and action steps. She noted a typo in her written report; the Employees of Color meetings will begin in summer 2022, not 2020 as listed in the report. (Memo #119) Sergeant Cristie Jacobsen of the Fargo Police Department shared a report on the Fargo Police Department and the School Resource Office (SRO) program. She shared about the SRO program, which is part of the neighborhood services division and under the community engagement team for the Fargo Police Department (FPD). There are seven SROs within Fargo Public Schools, which are assigned to the secondary schools including the alternative high school. Sergeant Jacobsen serves as the eighth officer, serving the elementary schools and working with administration. Sergeant Jacobsen shared about the collaboration with school staff on the issues facing youth and youth educational diversion programs. Discussion occurred. Dr. Gandhi presented the final report of the Operational Plan for the 2021-22 school year. The plan was previously approved by the Board in September 2021. Dr. Gandhi anticipates the Operational Plan looking different for the 2022-23 school year due to the planned update to the FPS Strategic Plan. Discussion occurred. (Memo #116) FEA Vice President Heather Guy shared data on teacher resignations and resignations of teachers with one to five years of service to Fargo Public Schools. She shared about the BARR program at South High School. She also shared the FEA distributed four scholarships to graduating seniors of FEA members who are entering the field of education. Dr. Gandhi recognized the tragedy in south Texas where there was a school shooting. He shared on resignation data and exit survey data from staff. He indicated there is a need for special education teachers in the District. Discussion occurred. A Board member requested exit survey data from resigning teachers. Robin Nelson moved adoption of the Consent Agenda with the addition of the HR Addendum. Anne Wuolett from PFM Financial Advisors reviewed the sale of bonds for financing of the North High School track project. The District received five bids for the project, with Northland Securities out of the Minneapolis having the winning bind with a 3.45% interest rate. She noted that rates have gone up since the last time the District sold bonds. Jackie Gapp noted the reference to the Hawthorne project will be struck from the final paperwork as that project did not move forward. Jim Johnson moved that the Board adopt the Resolution Authorizing and Establishing the Terms of Limited Tax School Building Bonds, Series 2022A with the modification Jackie Gapp indicated regarding Hawthorne being struck from the resolution. Seth Holden seconded the motion. Upon call of the roll, the motion passed (Yes: Benson, Gullickson, Holden, Johnson, Knutson, Nelson, B., Nelson, R., Newman, Paulson). (Memo #117) Committee & Liaison Reports – The Communications, Engagement and Advocacy Committee met on May 17. (Gullickson) – Planning Committee will meet on May 27. (Nelson, B.) – Discussion occurred on Dr. Gandhi’s work on the Strategic Plan and potential changes. – Board member meetings/liaison visits: Gullickson to state ESSA Committee meeting, Discovery band concert and FEA retirement celebration; Nelson, R. to Chamber’s military affairs and public policy joint meeting; Holden to Indian Education graduation event; Newman to Davies choir concert, Davies theatre awards event, NDSBA Lunch and Learn, and meetings for the Council of School of Health President Knutson shared that the Governance Committee will meet on May 26. Additionally, she, Seth Holden, Kim Reger, and Grant Kraft are working on planning the training for negotiations per the MOU with the FEA. The training will focus on relationship and trust building. She also noted the upcoming graduation ceremonies.
