FARGO BOARD OF EDUCATION MINUTES REGULAR MEETING October 25, 2022 The Board of Education of the City of Fargo met in regular session on Tuesday, October 25, 2022, 5:30 p.m., at the District Office in the Board Room, located at 700 7th Street South in Fargo. Members present: Melissa Burkland Nyamal Dei Jim Johnson Katie Christensen Nikkie Gullickson Robin Nelson Greg Clark Seth Holden Tracie Newman Members absent: none President Newman called the meeting to order at 5:30 p.m. The Pledge of Allegiance was recited. Robin Nelson moved approval of the agenda with the HR addendum. Seth Holden seconded the motion. The motion passed (Yes: Burkland, Christensen, Clark, Dei, Gullickson, Holden, Johnson, Nelson, Newman). Cary Armagost of Schmitt Music presented on the Best Community for Music Education Award given to the Fargo Public Schools by the NAMM Foundation. FPS has received the award nineteen times. One citizen addressed the Board. Deven Styczynski spoke on Memo #48, Memo #50 and parent concerns. FEA Representative Lannette Christmann shared about American Education Week in November. She shared the FEA is looking forward to the negotiations process with the Board. Dr. Gandhi shared the legislative priorities document included in the Consent Agenda was updated as one Board member was left off the contact list by accident. He also noted that the NDSBA annual conference is being held in Bismarck this week; conference information has been provided to Board members by AnnMarie Campbell. Robin Nelson moved approval of the Consent Agenda with the addition of the HR Addendum. Nikkie Gullickson seconded the motion, which passed (Yes: Burkland, Christensen, Clark, Dei, Gullickson, Holden, Johnson, Nelson, Newman) thereby causing the following actions to be taken: A. The minutes of the regular meeting of October 11 were approved as written. B. The following Human Resources actions were approved: 1. New Hire 2022-23: Sara Neumann, Title 1 Reading – Jefferson, MSUM, BA– 8 (Step 8) – at 100% – $33,950 (140 days) 2. Resignations: Jessica Jones, Grade 3 – Kennedy, Dates of Employment: 2022, Effective Date: 11/10/2022; Gwendolyn Sullivan, Language Arts – Carl Ben Eielson, Dates of Employment: 2022, Effective Date: 10/17/2022 C. Administrative Policy 5452 – Longevity Recognition was approved for the 2022-23 fiscal year. (Memo #47) D. The monitoring report for GP-6, 8, 11, 12, 13 and 14 was accepted. (Memo #48) E. The AMN Allied Services LLC bid at a projected cost of $293,880 for Speech Language and School Psychology Services for the 2022-2023 school year was accepted and permission granted to issue contracts accordingly. (Memo #25) F. The proposal of Community Living Services in the amount of $116,285 for Job Coaching Services was approved and permission granted to issue a purchase order accordingly. (Memo #49) G. The 2023 Legislative Priorities document was approved as presented. (Memo #50) Committee & Liaison Reports The Governmental Affairs Committee meets next on November 1. (Nelson) The Planning Committee meets next on November 1 directly following the Governmental Affairs Committee meeting. Due to Jim Johnson needing to join the meeting by phone, Seth Holden will lead the meeting. (Johnson). The Health Insurance Committee met. Open enrollment for the District’s health insurance for staff starts on November 1 for the 2023 calendar year. The committee is already analyzing data for the 2024 open enrollment period. At the meeting, Gallagher shared data on the financial status of the district’s health insurance plan. (Clark) The Fargo Cass Public Health Board met. The Board is changing its structure and will no longer have a representative from Fargo Public Schools on the Board after December. (Dei) Board member meetings/liaison visits: Dei to North for liaison visit; Holden to Native American Commission meeting; Nelson to Chamber Public Policy meeting. President Newman shared she took part in the interviews for the next human capital officer for the District. She reminded Board members of the NDSBA convention held in Bismarck this week. The next regular meeting was confirmed for Tuesday, November 8 at 5:30 p.m. at the District Office.
