The Guam Board of Education is scheduled to conduct interviews for the superintendent’s job on Dec. 3.

The board has been searching for a replacement for Jon Fernandez, who stepped down on July 15. Since his departure, and Francis Santos has been leading the Department of Education on an interim basis.

During a meeting earlier this week, Board Member Robert Crisostomo asked about board members who have conflicts of interest involving superintendent candidates.

“We don’t want to get to Dec. 3 and say we can’t hold the interviews,” Crisostomo said.

Board Chairman Mark Mendiola confirmed during the Tuesday meeting that those who have conflicts of interest have been identified.

“Folks that publicly stated that they’re conflicted out, they’re conflicted out of the process,” he said.

Mendiola noted that three members declared conflicts.

“I bring this up because it is very concerning,” Crisostomo said. “We only have six remaining members, and it takes six members to vote for superintendent.”

Because of that, Mendiola explained, the vote has to be unanimous.

“That’s one of the reasons we have to … ensure, that this process is as clear as possible, and that there is no conflict and there is no issue that will be raised later by any of the candidates with respect to conflict of interest, or any perceived conflict of interest,” Mendiola said.

New evaluation template

Also on Tuesday, the board approved a new template for the evaluation of the superintendent.

“Now we have our next superintendent, whoever that may be, will have now a guiding document on what expectations from the board on policy,” Mendiola said. The expectations are aligned with the department’s strategic plan.

Crisostomo said the monthly superintendent report will include an update on what is being done in each priority in the strategic plan.

“You don’t have to go back and revisit that or recreate it. Every month, every board member is looking at that report and saying, ‘Why isn’t anything being done in facilities?’” Crisostomo said.
