The Van Buren County Iowa Sheriff’s Office said it’s certain Higgs was in the area between early to mid-March, according to a Facebook post. Deputies said an item belonging to Higgs was found March 14 in Farmington.
Van Buren County is located in southeastern Iowa. Deputies said they believe Higgs is no longer in the area and will continue to work with the U.S. Marshals Service as needed.
New Orleans Police say they have a issued a warrant of arrest for Higgs and that he awaits a second-degree murder charge.
Olmsted County court records and a Minnesota Department of Corrections document show Higg’s highest-ranked offense is a criminal sexual conduct conviction back in 2004. Records also show Higgs’ has been in and out of Minnesota jails.
Higgs was also arrested by Rochester Police for second-degree assault with a dangerous weapon and aggravated robbery back in 2004.
Quackenbush was a former science teacher at the Rochester Alternative Learning Center and went on to teach at New Harmony High School in New Orleans.
