Welcome to a meeting of the Board of Education of the Borough of Watchung. Please be advised that this and all meetings of the Board are open to the public and media, consistent with the Open Public Meetings Act: (Chapter 231 Laws of 1975), and that the advance notice required therein has been provided. This is a regular meeting of the Board of Education of the Borough of Watchung at which formal action may be taken. This meeting is being conducted remotely using communication technology. Instructions for joining the meeting and participating in public comments have been posted on the district website and sent to Watchung Borough and the Watchung Public Library, as well as to the school community through an email blast. The public will have an opportunity to be heard as shown on the Agenda at points in the meeting provided for the public to address the Board. Recording or photographing, other than for private personal use, requires the consent of parents/guardians whose children may be included in the image.

Our public forums are not structured as a question and answer session, but rather are offered as opportunities to share input with the Board. ​In instances where the Board feels a response is needed, the presiding officer or Superintendent will address the comment.

New Jersey Statutes do not permit the Board to discuss personnel or hiring in Public Session. Names of students should not be used.

RESOLVED​: Upon the recommendation of the Superintendent, the Board of Education appoints Keryn Gallagher as the Leave Replacement for the Secretary to the Business Administrator, effective October 1, 2020, through January 21, 2021, at a per diem rate of $150.00, pending criminal clearance, for the 2020-2021 school year.

                  B8​. Approval of FFCRA Leaves of Absence

RESOLVED​: Upon the recommendation of the Superintendent, the Board of Education retroactively approves FFCRA leaves of absence for the attached staff as outlined for the 2020-2021 school year.

B9. ​Approve Payment of Bus Runs for Special Education Paraprofessional

RESOLVED​: Upon the recommendation of the Superintendent, the Board of Education retroactively approves Rhodora Razon, Special Education Paraprofessional, as a Transportation Paraprofessional, to be paid at a rate of $17.50 for each morning bus run for the 2020-2021 school year.

B10. ​Appointment of Home Instructors for 2020-2021

RESOLVED​: Upon the recommendation of the Superintendent, the Board of Education appoints all certificated staff at Bayberry Elementary School and Valley View Middle School as home instructors as assigned by the Director of Special Services, per student requirement, at the rate stipulated by the WBOE-WBEA contract for the 2020-2021 school year.

B11. ​Approval of Student Teacher in Bayberry School

RESOLVED: ​Upon the recommendation of the Superintendent, the Board of Education approves Amanda Shaw, to perform her Elementary Education capstone clinical experience in grade 1 from September 25, 2020, to November 12, 2020, and in a resource room from November 13, 2020 to December 23, 2020. Further, the Board of Education approves Amanda Shaw as a District Substitute in Bayberry School for the 2020-2021 school year.

B12.​ Appointment of Substitute Custodian

RESOLVED: ​Upon the recommendation of the Superintendent, the Board of Education appoints Robert Dallas as a substitute custodian, at the rate of $13.00 per hour, for the 2020-2021 school year.

B13.​ Adoption of Paraprofessional Job Description (Attachment 5)

RESOLVED: ​Upon the recommendation of the Superintendent, the Board of Education adopts the Paraprofessional Job Description, subject to review, revision, or addition during the 2020-2021 school year.

                                                                     WHEREAS, in compliance with N.J.A.C.6:20-2A.10(d) the secretary has certified that, as of the date of the reports, no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the District Board of Education, now, therefore, be it

RESOLVED​: Upon the recommendation of the Superintendent, the Board of Education accepts the secretary and treasurer reports referenced above and certifies and orders that they be attached to and made part of the record of this meeting, and be it

FURTHER RESOLVED​: Upon the recommendation of the Superintendent, in compliance with N.J.A.C.6:20-2A.10(e), the Board of Education certifies that, after review of the secretary’s monthly financial report (appropriation section) and upon consultation with the appropriate District officials, to the best of its knowledge, no major

C4​. Approval of Contract with DRG Architects (Attachment 8)

RESOLVED:​ Upon the recommendation of the Superintendent, the Board of Education approves a contract with DRG Architects for Referendum Services, for the 2020-2021 school year.

C5​. Resolution of the Board of Education of the Borough of Watchung in the County of Somerset, New Jersey, Authorizing the Seeking of Proposals for a Tax-Exempt Lease Purchase Financing for the Acquisition of Network Switches and the Award and Execution of a Lease Purchase Financing;

WHEREAS, The Board of Education of the Borough of Watchung in the County of Somerset, New Jersey (the “Board”) seeks to acquire network switches (the “Project”); and

WHEREAS, the Board intends to finance the Project through a tax-exempt, lease purchase financing in an amount not to exceed $120,000 (the “Lease Purchase Financing”); and

WHEREAS, the Board wishes to seek proposals for such Lease Purchase Financing, delegate the award of such bid to the Business Administrator/Board Secretary and authorize the entering into such Lease Purchase Financing.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE BOROUGH OF WATCHUNG IN THE COUNTY OF SOMERSET, NEW JERSEY​, as follows:

SECTION 1. The Board hereby approves and directs the Business Administrator to seek proposals, on behalf of the Board, to finance the Project through a tax-exempt, Lease Purchase Financing in an amount not to exceed $120,000.

SECTION 2​. Upon receipt of the proposals and the analysis thereof, the Business Administrator/Board Secretary, is authorized to award the Lease Purchase Financing to the lessor which submits a proposal which is the most economically advantageous proposal to the Board. The term of the Lease shall not exceed five (5) years. The Board President, the Board Vice President, the Superintendent, and the Business Administrator/Board Secretary are each hereby authorized and directed to execute all documents including, but not limited to, a lease purchase agreement, an escrow agreement, as applicable, and all closing documents in connection with the Lease Purchase and are hereby authorized to take any other action necessary therefor or incidental thereto.

SECTION 3. ​The Board hereby covenants that it will comply with any conditions subsequently imposed by the Internal Revenue Code of 1986, as amended (the “Code”), in order to preserve the exemption from taxation of interest on the Lease Purchase Financing, including, if necessary, the requirement to rebate all net investment earnings on the gross proceeds above the yield on the Lease Purchase Financing. The Lease Purchase Financing will be designated as “qualified tax-exempt obligations” for purposes of section 265(b)(3)(B)(ii) of the Code.

SECTION 4.​ This resolution shall take effect immediately upon its adoption.
